Many runescape players be sad, not being able to gain as a higher level. In some times, they work hard for their lvls but can't obtain the weapons to use at those lvls, so they quit.

PvP is not the way to play the game, the game is for the fun of leveling each and every skill and doing the quests, and interacting with others, not just overdoing a skill and just doing pvp alone. maybe even set a combat skill cap per levels.
