30 years ago, Jinchang was established as a city in China because of its abundant mineral resources. During these 30 years, Jinchang has achieved great development. The total output value has been increased by 13.7% every year and the total output value per capita has exceeded 6500 dollars. However, it is familiar to us that the cities whose development depends on mineral resources will be possibly threatened by the large consumption of the resources. In 2007, the city was classified as one of the training cities of circular economy, which has provided a good chance to achieve new development.

During 2003 to 2004, Jinchang has been classified as one of ten most polluted cities in China. According to the regulations published by the Environmental Protection Agency, the legal emission amount of sulfur dioxide should be 55 thousand tons. However, in 2005, the real emission amount of sulfur dioxide has reached 122.6 thousand tons. The development of industrialization during the beginning period mainly depends on the natural resources with single industry, short industrial chain and environmental pollution. It is an important question for the city to solve that how to realize the balanced development of economics and environmental protection.

In order to seek the potential development in the future, the environmental protection must be paid great attention to. In 2007, the power generation corporation demolished three cooling towers and five machine sets which always consumed abundant resources and caused serious pollution to the environment. In addition, all the paper mills in the city were closed so as to alleviate the pollution. Thus, larger room has been established for the scientific development in the future.

The production of sulfuric acid has always been an important link of the chemical industry, which can cause the pollution. How to make full use of sulfuric acid needs to be solved. Then the city has decided to fully develop chemical industry to support the economic development of the whole society. However, the chemical industry in Jinchang is a kind of circular economy. That is to say, the enterprises will make full use of the byproducts of the industry like sulfuric acid and liquid chlorine to develop the industrial chains like sulphur chemical industry and coal chemical industry.

The transformation of circular economy helps the city get rid of the embarrassing situation caused by the lack of mineral resources and achieve new development. All the areas depending on the present mineral resources should actively seek the suitable ways to support the sustainable development in the future for themselves.
