Catch 22 and Beuracracy a Kafka Short Story

This is a Kafka type Short Story about Catch 22 and Beuracracy.

Once upon a time, at Czech Secretariat Bureau in Prague,
Czechoslovakia, a Czech woman named Anna Havelka, was trying to get a Visa to visit a cousin in Bavaria, West Germany. After standing in line for one hour, Anna went up to the Desk of the Secretariat in order to get an International Driver's License. "Please, sir, I need to get an International Driver's Licence. Can you help me, please?" "Madam," replied the Czech Office Clerk, "you must have a Czech Passport in order to get an International Driver's Licence. Once you have the Czech Passport, you will have no problem at all getting the International Driver's Licence." "How do I get a Czech Passport?" asked Anna Havelka. "Well," replied the Clerk, "you must go down and stand in line in the Passport Clerk's Office line, and then speak with the Passport Clerk." So, Anna Havelka went and stood in line for two hours, and wss finally able to speak with the Passport Clerk. "Sir," said Anna Havel, "I need to get a Czech Passport, please." The Passport Clerk replied, "No problem, madam, all I need to get you a Czech Passport is to present me with an International Driver's Licence." "But, I don't have an International Driver's Licence, they said that I need to have a Passport to get an Internatinal Driver's Licence." "Well, madam, that office is really not in my jurisdiction, there is nothing I can do. Maybe they were mistaken. You should go back and see them." So, Anna Havelka went back to the International Driver's License Window, but found, that the Office there had just closed for the day. Finally, Anna Havelka sat down and cried, and cancelled her vactation plans. The foregoing phenomenon is known as a "Catch 22." In a Catch 22 situation, the precondition for getting result A done, is to have result B done, but, the precondtion for getting result B done, is to have result A done. Thus, you can see that it is logically impossible to every get anything done in a Catch 22 situation, and therefore you can also see that a Catch 22 beuratratic situation violates the Law of Logic (Sheriff's Law), and, Substantive Due Process (the Law of Reason).
