India has full confidence in the IPCC process and its leadership and will support it in every way that we can.? Putting forward a multi-point formula to meet the climate challenges, Dr. Singh highlighted the role of DSDS, which is increasingly becoming an important event in the international environment and climate change event calendar. Beginning his speech, he said, ?TERI?s work under the able and farsighted leadership of Dr. R.K. Pachauri who has earned well deserved respect and international acclaim for his contributions to the global effort in meeting the twin challenges of climate change and energy security.?<br /> <br /> Congratulating TERI on organizing DSDS 2010, which has a presence of eminent dignitaries, Nobel laureates, CEO?s and thought leaders from across the globe, Dr Manmohan Singh said, ?This summit takes place at an important juncture in the international deliberations aimed at forging a multilateral understanding on how to deal with climate change. Moving forward, we need to reflect on the lessons of what happened at Copenhagen. The Copenhagen Accord, which we fully support and will take forward is a catalogue of voluntary commitments and not a set of negotiated legal obligations. The purpose of the Accord is to contribute to the negotiations on the Kyoto Protocol and on long-term cooperation.?<br /> <br /> Mr S.M. Krishna, Hon?ble External Affairs Minister, Dr. Farooq Abdullah, Hon?ble Minister for New Renewable Energy, Mr. Jairam Ramesh, Hon?ble Minister for Environment and Forests, Dr Arcot Ramachandran, Chairman, Governing Council, TERI, HE Mr Jens Stoltenberg, Prime Minister of Norway; HE Mr Jigmi Yoser Thinley, Prime Minister of Bhutan; HE Mr Matti Vanhanen, Prime Minister of Finland; HE Mr George Papandreou, Prime Minister of the Hellenic Republic, Greece; The Hon Jean Charest, Premier of Quebec; HE Mr Danilo , The President of the Republic of Slovenia and Dr RK Pachauri, Director General TERI were present at the inaugural of the summit.<br /> <br /> While highlighting the action points of Govt. of India?s ambitious National Action Plan of Climate Change (NAPCC), Dr. Singh said, ?We have established an Indian network for comprehensive climate change assessment. A network of over 120 research institutes which will bring out regular reports on the impacts of climate change. The first such assessment will be released in November, this year. It is our endeavour to reduce emissions in ten cities of our GDP by 20%-25% by 2020 on 2005 basic levels. In developing countries like India, Climate Action has to be combined with their central development goals. The Planning Commission of India has recently set up an expert group to prepare a strategy on low-carbon economy in India. The group will look at sectors like agriculture, transport, industry, power, etc. before we embark on our 12th five-year plan from April 2012. India has already committed to a path of sustainable development based on a graduated shift from the use of the fossil fuels to renewable and clean energy including nuclear energy. Through our Mission on Enhanced Energy Efficiency, it is expected to reduce CO2 emissions by 99 million tones. The 22% of forest area in India helps in sequestering of around 10% of our annual GHGs. Over the next decade, we aim to increase the quality and the quantity of our forest cover. It is my ferment hope that you will approach your deliberations mindful of the challenge we face not as nations divided by frontiers but a world united as one common humankind.?<br /> <br /> Mr. Yukio Hatoyama Hon? able Prime Minister of Japan was awarded TERI's Sustainable Development Leadership award for 2010 for his leadership to confront climate change and leading his government to make the issue a central facet of his government. Before even taking office, he signaled that Japan would cut its green house gas emissions 25% by 2020 from 1990 levels, a move that immediately changed the playing field for industrialized countries the world over. He said, "Tackling climate change aggressively will open a new frontier for the Japanese economy and create jobs in areas such as electric cars and clean energy technology, including solar power. I want Japan, as a leading technological power, to show more leadership.?<br /> <br /> Focusing on the theme ?Beyond Copenhagen: new pathways to sustainable development? and hoping that DSDS 2010 will lead the discussions towards Mexico, Dr RK Pachauri, Director General TERI, said ?Climate change is one area, where, unfortunately, the gap between science and actions dictated by politics remains large and Copenhagen did not succeed in bridging this distance.? Appreciating the government?s effort led by Dr. Singh on NAPCC, he added, ?We are proud of the visionary NAPCC, which under your leadership has been put together with the involvement of many and participation drawn from every section of society in India. This is a plan that would usher in sustainable development in this country.? While talking about IPCC?s exhaustive work, he added, ?Many influential voices across the globe, including headlines in the New York Times described Fourth Assessment Report (AR4) as the strongest report of the IPCC ever.?<br /> <br /> Ending his speech Dr Pachauri emphasized that ?Science can only give us an assessment of the impacts of climate change in terms of biophysical effects but in respect of impacts on society, it is for world leaders and those who can draw a link between a scientific assessment of climate change and the implications for society at large to really highlight the disruptions that society may have to suffer.
